Rebecca P. Cherry, President
Ms. Rebecca P. Cherry is president of Cherry Consulting of the Carolinas, Inc. a Small Business Enterprise that provides management consulting services to both public- and private-sector transportation providers. Ms. Cherry has owned the business since 1995, after resigning as the Assistant General Manager for Administration and Safety at Charlotte Transit System in mid-August. She was with the transit system for six years. From 1983 until 1989, she was employed by Houston Metropolitan Transit System of Harris County, Texas in various positions. The departments in which she worked were Internal Audit, Labor Relations, Office of Management and Budget, and Operations. At the time of her resignation, because of her husband’s relocation to Charlotte, Ms. Cherry was directly responsible for the Dispatchers at METRO’s six operating facilities.
Most of Ms. Cherry’s private sector work is in the Southeast, since her Company is contracted by privately-held insurance companies, trucking companies, and passenger carriers to perform safety audits and risk assessments. In the public sector arena, 3C, Inc. often collaborates with other larger consulting companies, performing fieldwork (such as surveying representatives of the agencies), conducting organization and operation analyses, and developing and recommending alternatives/recommendations for enhancing the companies’ operations and safety programs. Other subcontractors who reside in the Carolinas assist the President.
Transit systems independently contract 3C, Inc. to fulfill their ‘Employee Training and Development’ needs, funded through FTA Rural Operating Assistance Programs. Most of the training is focused on operations safety, defensive driving, and ADA compliance matters, specifically Passenger Assistance and Operators’ Sensitivity and Awareness.
In January 2008, Ms. Cherry signed the Company’s largest transportation management contract with the Department of Army. For four and a half years, the company operated daily service for the Warriors In Transition Battalion (WTB) at Fort Bragg (NC) Military Base.
Ms. Cherry obtained her Master’s degree in Industrial Management from Georgia Institute of Technology (MSIM – 1980) and a Bachelor’s in Education from Tennessee Tech University (BS, EDU – 1976).
Michael P. Everhart
Mr. Everhart joined Cherry Consulting of the Carolinas, Inc. in January 2008 when he was recruited to supervise the full- and part-time driving force that operated the WTB service.
In 2004, Mr. Everhart, a tenured and highly qualified Safety and Personnel Administrator of a Fayetteville-based over-the-road trucking company, was the focal person for a risk management survey/audit that was being conducted by Ms. Cherry. Impressed by the loss control activities and safety programs that were in place at the trucking company, evidencing Mr. Everhart’s administrative and leadership skills, the President knew that he would be the best candidate to lead her company’s Fayetteville operations.
Besides his experience in the transportation industry, coupled with complete understanding of Department Of Transportation safety regulations, Mr. Everhart possesses superior leadership qualities. For five years (1997 to 2001), he was employed as an educator with the Cumberland County School System. His job tasks went far beyond the classroom, assisting Administrators in conducting quality service programs to other staff. The Transportation Administrator is a ‘people’ person, and this bodes well in an environment where the passengers are soldiers who have incurred illnesses and injuries to protect and defend our Country.
Mr. Everhart’s deep experience in electronics and sound equipment led to his selection as a member of the ITRE / NCDOT-PTD Fleet Camera System Implementation and Installation project in 2011-12. Outside of his work with 3C, Michael currently assists public transit systems and private sector businesses in technology installations, troubleshooting, and repairs.
Mr. Everhart obtained a Bachelor of Science degree from Pembroke State University in 1984 and has completed some coursework at a Master’s level at Fayetteville State University.
Jane Norman has been an Associate of Ms.Cherry’s since starting the firm. With more than 21 years in corporate sales, working for a Fortune 50 consumer products company, Jane’s experience in marketing and public outreach complimented the President’s technical operations expertise. As the Account Executive overseeing a multi-million dollar product line for a regional grocery chain and wanting to become more purpose-driven in her career objectives and achievements, Jane shifted her focus to the non-profit arena. Her successes in orchestrating profitable relationships, processes, and results align with the goals of most of the clients of Cherry Consulting.
Jane’s most recent full time employment involved work with a job readiness program serving chronically unemployed and underemployed adults. Her responsibilities included research analysis and evaluation for program development and budgeting, as well as overall agency strategic planning. While employed at the non-profit agency, Jane could support the President on project-specific public engagement and public surveying tasks.
She now concentrates her efforts solely with Cherry Consulting in providing extensive community outreach. In direct one-on-one engagements, she has the expertise and prowess to ‘glean’ pertinent, critical information from diverse stakeholders (requiring the ability to not only hear but attend to what’s being said). Jane is an active participant and speaker in group setting opportunities (such as project steering committees, presentations, and public hearings / forums).
David Rhew is a skilled communicator and disarming interviewer. David brings 30+ years of broadcast and community relations experience to his role with Cherry Consulting. As an award winning journalist and North Carolina native, David has traveled extensively across the Carolinas engaging citizens and policy makers on the important issues of the day. Through his laid-back interviewing style, he is able to quickly discern trends and themes that emerge from the face to face conversations.
David also has senior staff leadership experience, working in large complex educational and governmental institutions where his collaborative spirit and focus helped propel organizations toward their missions. His most recent full time employment involved working with the City of Charlotte’s Comprehensive Neighborhood Improvement Program. In that role, David participated in numerous community engagement forums which led to the City’s strategic prioritization of neighborhood projects.
Mr. Rhew obtained a Bachelor of Arts in Communications from the University of Alabama in 1982 with an emphasis in Broadcast News and Public Affairs.
Bringing international experiences and expertise to our team, Mr. David North is a subject matter expert with 30+ years of work experience in the areas of talent management, leadership development, and organizational change. He has held senior executive positions in the UK, employed by Sun Alliance Insurance in London, England. Following Sun Alliance’s merger with Royal Insurance, Mr. North relocated to Charlotte in 1999 to become the Director of Learning & Organization Development for Royal Sun Alliance (RSA) – US. In this position, he was responsible for employee training and development policies and programs that served RSA’s US operations (7,000 employees, and $3 billion annual revenues). During the years preceeding RSA retirement in 2005, he led award-winning leadership training programs and introduced people processes that were central to the creation of a performance-based culture crossing all levels of management.
David’s employment in the financial services and insurance industry complements services in the ever-changing transportation environment: transitional workforces; high levels of customer service; managing risks; and the need for effective cost-control. He has already provided assistance to the retail, pharmaceutical, and engineering industries, to name just a few. With an expertise and interest in coaching and mentoring leaders through major transitions, no matter how large or small the enterprise, David can orchestrate our clients’ endeavors in the areas of: Change Management; Leadership Training; Personal and Professional Development Planning; Talent Development (succession planning, and career coaching and mentoring), and Process Design (behaviorally anchored and strengths-based capability frameworks, and performance and development reviews). He is often a guest speaker at trade conferences.
Mr. North obtained his Master’s degree (MA, 1997) in Strategic Human Resource Development from Guildhall University in London and a Bachelor’s in Economics and Social History (BSocSci, 1975) from The University of Birmingham (UK).
Ms. Laura Fonseca directed 3C, Inc.’s operation of the WTB transit shuttle at Ft. Bragg. With a 2016 transition from the US Army (ret CPT), Laura is once again collaborating with Cherry Consulting as its newest team member.
Laura is experienced in transportation program development, integration and program planning management at both Federal and state levels and in the public and private sector. Her 20 years with the US Army allowed her to acquire a unique and broad set of skills in Asset Management; Budget Development and Execution; Capital Project oversight; Procurement and Acquisition standards; Safety, Risk Management and Risk Mitigation; and Transportation Systems Planning and Administration.
Laura served as a Logistics Officer both stateside and abroad. During her tenure, she developed and lead a number of successful intra-agency collaboration initiatives. Her civilian work experiences prior to the military were the foundation to her military successes. Laura served as the Chief Executive for her family’s private charter bus company, leveraging the company’s reputation and dedication to transportation excellence to grow the business. The company became the preferred sub-contractor to International Bus Carriers Lines with routes to Canada and Mexico; and her family’s carrier proudly played a role in the transportation plan for the 2002 Salt Lake City Winter Olympics. Other contracts included the Department of Education and the Department of Defense.
Coupling her knowledge of the transportation industry, diverse range of skills, and fluency in foreign languages (Spanish and Portuguese), Laura is a welcomed addition to the Cherry Consulting team.
